Puget Sound Contracted Campaign Organizer

CONSULTING REQUEST FOR PROPOSAL
Greenlight America and Greenlight Action seek a contracted organizer or consultant to help mobilize supporters for clean energy campaigns, specifically the deployment of utility scale battery energy storage systems, across the Puget Sound region, including but not limited to King County, Skagit County, and Pierce County. The organizer will be based in this region and work to mobilize grassroots supporters and build local momentum in advance of critical milestones on campaigns across the region in this time period.
Contract period: Current - July 2026, possibility of extension

We anticipate the combined scopes will require approximately 15–20 hours per week. However, as the consulting partner, we rely on you to determine the approach and level or effort you believe are appropriate to meet the objectives.

SCOPE OF WORK
Greenlight America (c3) Scope of Work
The organizer will lead education and advocacy campaigns in the Puget Sound region on local BESS policy and projects.
1. Grassroots Education & Organizing
Deliverables:

Develop and lead on educational programs and materials in coordination with the regional campaign manager.

Collaborate with partners, stakeholders and experts to design and lead community outreach and education programs and events.

Support additional public education tactics such as social media campaigns, outreach to the media, speaking at community meetings, and others as determined in planning.

Lead outreach and turnout for events, including phone and text banking.
2. Reporting, Communication & Compliance
The consultant will ensure consistent communication with the Greenlight America team and alignment with C3 compliance requirements.

Greenlight Action (c4) Scope of Work
1. Local Advocacy & Mobilization
Deliverables:

Develop and execute campaign plans in coordination with the campaign manager.

Coordinate with the campaign manager to set mobilization goals for each campaign milestone.

Mobilize supporters to attend and speak at public hearings to meet mobilization goals.

Drive collection of public comments, emails, and letters to decision-makers.

Support additional tactics such as letters to the editor (LTEs), petitions, or community meetings as determined in campaign planning.

Assist with phone banking and other cold outreach engagement.

Attend critical hearing milestones and other important events.
2. Reporting, Communication & Compliance
The consultant will ensure consistent communication with the Greenlight Action team and alignment with C4 compliance requirements.

Deliverables for C3 and C4 work:

Attend weekly calls with Greenlight America and Greenlight Action staff.

Document key lessons from activities and report back results from events and public hearings.

Ensure all work complies with 501(c)(3) and 501(c)(4) requirements in coordination with Greenlight America and Greenlight Action staff.

Attend regional coalition meetings as necessary and build relationships with local partners.
COMPENSATION
The work will be covered by two separate contracts for the C3 and C4 scopes of work, with a maximum monthly budget for each of $2,500.
