CONSULTING REQUEST FOR PROPOSAL

Greenlight Action seeks a consultant or consultant firm to help mobilize supporters for clean energy campaigns in eastern Nebraska (and potentially some work in southeast South Dakota). The Consultant will work to mobilize grassroots supporters and build local momentum in advance of critical milestones on campaigns across the region in this time period. 

Contract period: Current - May 2026, possibility of extension

  • We anticipate the scope will require approximately 15–20 hours per week. However, as the consulting partner, we rely on you to determine the approach and level or effort you believe are appropriate to meet the objectives.

  • Invoices shall be submitted monthly.

SCOPE OF WORK

1. Advocacy & Grassroots Mobilization
The consultant will lead education and advocacy campaigns in communities across eastern Nebraska on utility-scale solar, wind, and battery storage projects and policies at the local level.

Deliverables:

  • Develop and execute campaign plans in coordination with the campaign manager.

  • Coordinate with the campaign manager to set mobilization goals for each campaign milestone.

  • Mobilize supporters to attend and speak at public hearings to meet mobilization goals.

  • Drive collection of public comments, emails, and letters to decision-makers.

  • Support additional tactics such as letters to the editor (LTEs), petitions, or community meetings as determined in campaign planning.

  • Collaborate with partners, stakeholders and experts, especially those in the agricultural community, to design and lead community outreach and education programs and events.

  • Assist with phone banking and other cold outreach engagement.

  • Attend critical hearing milestones and other important events.

2. Reporting, Communication & Compliance

The consultant will ensure consistent communication with the Greenlight team and alignment with C4 compliance requirements.

Deliverables:

  • Attend weekly calls with Greenlight Action staff.

  • Document key lessons from activities and report back results from events and public hearings.

  • Ensure all work complies with 501(c)(4) requirements in coordination with Greenlight Action staff.

  • Attend regional coalition meetings as necessary and build relationships with local partners.

COMPENSATION

The maximum monthly budget for this scope of work is $5,000.
